Standing Rules

I. MEMBERSHIP

A. Active members only shall have the right to vote and to hold office in the Seton Northwest Volunteers.

B. Hours

C. Membership Awards

Membership award pins shall be given after completion of 500 hours. Bars shall be given in sequence of every 500 hours up to 3000 hours; and from 3000 hours on, bars shall be presented for every additional 1000 hours. When a new bar is presented, the old bar should be returned to the First Vice President.

II. DUTIES AND RIGHTS OF MEMBERS

A. Active Members

  1. Active members shall serve 120 hours each 12 month period (July 1 through June 30) and in the service to Seton Northwest Hospital wear the prescribed uniform.


  2. Active members, who fail to fulfill all the requirements of active status, shall lose all privileges of active membership until all requirements are fulfilled.

B. Life Members

Members who have served 10,000 hours are honored with a Life Membership. Such members, if they are no longer active volunteers, shall continue to receive all newsletters and invitations to hospital functions honoring volunteers.

C. Associate Membership

A member may make written application to become an Associate Member. He or she must have been an active member for at least one year and have worked at least 120 hours. If the application is approved by the President, the Associate Member will pay $25.00 annual dues and receive copies of all newsletters.

D. A leave of absence may be taken upon approval of the President of the Seton Northwest Volunteers or the Director of Volunteer Services. A leave may be taken for three months. During this period, the absent volunteer relinquishes his or her work time and area. Beyond three months the volunteer severs all connections with the Volunteers unless otherwise approved by the Director and President. When reinstated into service membership, all previous hours shall be retained.

E. A member may resign by written notification to the President and the Director of Volunteers. Such a member shall be completely severed from all connections with the Volunteers. All security I.D. badges must be returned to the Volunteer Office.

F. Only active members of the Seton Northwest Volunteers shall be eligible to wear the official volunteer uniform which is as follows:

* Those who have pinafores now may continue to wear them until they need to be replaced. We will not be ordering any new ones.


III. NOMINATING COMMITTEE

A. The Nominating Committee shall consist of five member and one alternate member who shall be elected annually by the general membership at the October general meeting. The President Elect and the Director of Volunteers shall be advisors.

B. The Chairperson of the Nominating Committee shall be the member receiving the most votes.

C. The Nominating Committee, after having obtained permission from all nominees before presenting their names, shall prepare a slate of nominees for officers and present this to the Volunteers at the January meeting.

IV. OFFICERS

(For the duties and responsibilities of all officers of the Seton Nothwest Volunteers refer to their job descriptions available in the Volunteer Services office. These officers shall perform the duties prescribed by the By-Laws and by the Parliamentary authority adopted by the Seton Northwest Volunteers.)

A. To be eligible for an office in the Seton Northwest Volunteers, any nominee for an elected office must have been active in the organization for a minimum of 12 months and must have served 120 hours.

B. All officers, except the Treasurer, shall serve for a period of one year and cannot be re-elected to the same office the following year or serve two consecutive terms.

C. The Treasurer shall be elected to serve two years.

D. Any elected officer or Board member shall be subject to removal from office by two-thirds affirmative vote of the members on the Seton Northwest Volunteers Board.

The President shall

  1. Preside at all meetings of the Board and Volunteers.
  2. Act as an advisory member of all committees and be present or be represented at all of their meetings except the nominating committee.
  3. Appoint all chairpersons of standing committees. The Parliamentarian and Historian are appointed subject to the approval of the Board.
  4. Represent the Volunteers at meetings of other organizations, or designate an alternate to represent the Seton Northwest Volunteers at such meetings.
  5. With the Seton Northwest Director of Volunteer Services and the Chairpersons of the service, resolve any work-related problem in the service and when deemed appropriate make a report to the Board.
  6. Meet with the Seton Northwest Director of Volunteer Services, the individual involved and a third party to resolve any work-related problems.
  7. Include the President Elect in all Volunteers activities.
  8. Serve with the Seton Northwest Director of Volunteer Services and the President Elect in screening new volunteers.
  9. Perform all other duties as listed in the job description of the President.
  10. Have the power (according to Parliamentary Law) to rule on questions of order or to answer Parliamentary inquiries.

The President Elect shall

  1. Assist and actively support the President and perform duties delegated by the President. In the absence of the President, the President Elect shall preside.
  2. Assume the office of President if the President resigns or is unable to serve.
  3. Serve as an advisory member of the Nominating Committee.
  4. Serve with the Seton Northwest Director of Volunteers Services and the president in the screening of new members.
  5. Perform the other duties listed in the job description outlined for this position.
  6. Serve as a representative for volunteers working in service areas with less than ten volunteers.

The First Vice-President shall

  1. Be designated Membership Chairperson.
  2. Award bonus hours to officers and Chairpersons at the end of the fiscal year, with the approval of the President.
  3. Perform the other duties listed in the job description outlined for this position.

The Second Vicc-Prcsident shall

  1. Be designated as Ways and Means Chairperson, responsible for overseeing all the fund raising activities of the Seton Northwest Volunteers.
  2. Perform the other duties listed in the job description outlined for this position.

The Recording Secretary shall

  1. Keep a record of all the proceedings of the organization, better known as the minutes.
  2. In the absence of the President and the President-Elect, call the meeting to order and preside until the election of a Chairperson pro tern, which should take place immediately.
  3. Perform the other duties listed in the job description outlined for this position.
  4. In the absence of the Secretary, an acting Secretary shall be named by the President.

The Corresponding Secretary shall

  1. Conduct the general correspondence of the Volunteers; that is correspondence which is not a function proper to other officers or to committees.
  2. Perform the other duties listed in the job description outlined for this position.

The Treasurer shall

  1. Be responsible for all Seton Northwest Volunteers finances
  2. Perform the other duties listed in the job description outlined for this position.

v. APPOINTED OFFICERS

A. Parliamentarian
The Parliamentarian shall serve as a consultant who advises the President, other officers, committees and members on matters of Parliamentary procedure. His/her role during a meeting is an advisory and consultative one to the chair and, when requested, to any other member.

B. Historian
The Historian shall prepare a scrapbook of the Volunteers activities during his/her term of office, which when accepted by the organization, will become a permanent part of the Volunteers official history.

C. Membership/Publicity
An appointed office by the Volunteers President. His or her role is that of community networking, updating Heartbeat with Volunteers news and solicitation.

VI. VOLUNTEERS BOARD

A. The Seton Northwest Volunteers Board shall consist of all elected officers, Historian, Parliamentarian, Service Committee Chairpersons in Article VIII Standing Rules, Standing Committee Chairpersons, the Immediate Past-President, the Seton Senior Vice-President of Fund Development or a designee, and the Seton Northwest Director of Volunteer Services.

  1. The Chairperson of any service committee may designate the Assistant Chairperson as an alternate to represent said Chairperson at the Board Meeting.
  2. No such representative may vote at a Volunteers Board meeting.

B. The unexpired term of officers or Volunteers Board Members shall be filled by vote of the Volunteers Board. A vacancy of the office of president will be automatically filled by the President Elect. The resignation of the Past-President's position shall not be filled.

C. The absence of any Volunteers Board member, without a valid reason, from three consecutive meetings shall constitute the member's resignation from the Board. The Volunteers Board shall determine the validity of any excuse in question.

D. Meetings of the Seton Northwest Volunteers Board

  1. There shall be at least six meetings of the Volunteers Board at a time and place designated by the president.
  2. Special meetings may be called by the President or upon the request of any two Volunteers Board members.
  3. A telephone poll of the Executive Committee of the Volunteers Board may be taken by the President for emergency issues. A majority vote is required for passage of an issue.
  4. Notice of all Board meetings shall be given to each member at least one week prior to the meeting.

V. STANDING COMMITTEES

A. The Grievance Committee

  1. The Grievance Committee shall be composed of four members:
    the President Elect, one service Chairperson, and one member from the general membership elected by the Volunteers Board, and the coordinator of volunteers as an ex-officio non-voting member. This committee will handle problems as described in their Job Descriptions. This Committee shall be governed by Robert' Rules of Order, Revised.


  2. The Grievance Committee shall be used to settle disputes between Seton Northwest Volunteers Members.


  3. Grievances shall be submitted to the Committee in writing.

B. Scholarship Committee

  1. The Scholarship Committee shall be composed of six members: the Coordinator of Volunteers, the President, three members from the general membership as chosen by the President, and one Seton Northwest Hospital employee as chosen by the Seton Northwest Hospital Administrator.


  2. The President shall appoint the Chairperson from the three general members.

VIII. SERVICE COMMITTEES

A. Every service which is comprised of at least ten members shall have a Chairperson. This Chairperson must act as the Service Area Representative on the Volunteers Board.

B. All Chairpersons shall be appointed by the President. All Chairpersons must appoint their own Assistant Chairperson.
